JTC opened the bidding process for an industrial Government Land Sales (IGLS) property at Kallang Way. As part of the 1H2024 IGLS program, the site is the last of five Confirmed List locations.

An existing three-story terrace factory on the property has to be preserved and modified for ongoing industrial use. JTC claims that this is the first time an adaptive reused IGLS property is being bid as part of a new framework that aims to preserve historically and culturally significant industrial structures while promoting sustainable regeneration.

The only surviving three-story “terrace-showroom”-style industrial cluster in Singapore is the terrace factory on the Kallang Way site, which was constructed in the 1980s. The winning bidder is required to maintain its distinctive architectural elements, which include prominent solar fins and gable-end wall profiles.

The facility is located on a 4.41-hectare plot of land that is allocated for Business 2, which is the production of food. Approximately 1.23 million square feet of gross floor area (GFA) for industrial and related industrial purposes may be produced by the site. This comprises about 37,674 square feet of retail space.

The lease for the Kallang Way property will be extended for a further 32 years. This will enable the winning bidder to evaluate the building’s condition, create plans for adaptive reuse projects, and get the required approval from the appropriate authorities.

According to a news release from JTC, the adaptive reuse requirement at the Kallang Way site is a component of a larger revitalization project that will feature retail establishments that will provide vitality as well as food processing areas.

Tang Hsiao Ling, the head of JTC’s urban planning and architecture division, is optimistic that more established industrial estates and lands may be completely revitalized over time and sustainably. She goes on to say that JTC wants to strategically use its current infrastructure, starting with the Kolam Ayer industrial region, to lower embodied carbon and protect Singapore’s industrial architectural past.

JTC also said in their news announcement that applications are being accepted for a location at Tukang Innovation Drive. This implies that until an offer surpasses a reasonable minimum bid price, the land piece will not be made available for sale. Under the 1H2024 IGLS program, the Tukang Innovation Drive site is the last of four Reserve List locations.
